First elected to the Texas House in 1984. Current term expires January 2027. Running for re-election; won the Democratic primary and will be on the November 2026 general election ballot.

Previously served one term (2021) as chair of the House Public Education Committee and was the longest serving member of that committee.

Dutton was a guest panelist during ATPE at the Virtual Capitol in 2021.

Endorsed in the 2024 Democratic primary election by the Houston Chronicle editorial board. He also received their endorsement in the 2022 Democratic primary election, the 2020 Democratic primary, and the 2018 Democratic primary election.

Backed by the pro-voucher Texas Federation for Children PAC during the 2022 primary election. The group is affiliated with the American Federation for Children (AFC) founded by former U.S. Education Secretary Betsy DeVos to promote school choice legislation and fund candidates around the country who support private school vouchers.

Dutton participated in a nonpartisan candidate forum hosted by the education-focused nonprofit organization Raise Your Hand Texas prior to the 2022 primary election. Watch video of that event here

In the 2018 election, he was recommended favorably by Texans for Public Education, a grassroots educators' group that researched and rated candidates in 2018 based on their stances toward public schools.
